The Focused General Plan Update includes revisions to the Housing Element, Land Use Element, and Safety Element, plus minor changes to the Circulation and Noise Elements. In addition, the Zoning Ordinance is proposed for amendments in order to implement the new Housing Element.  An Environmental Impact Report has been prepared to evaluate these changes.

The entire project adoption schedule is estimated as follows:

1. Planning Commission recommendation – Jan 3, 2023
2. City Council: To consider (1) certifying the EIR; (2) adopting the Focused General Plan Update ; (3) First Reading of the Zoning Ordinance Amendments – Jan 23, 2023
3. City Council: Second Reading of the Zoning Ordinance – Feb 13, 2023
4. New Zoning Ordinance in effect – March 15, 2023
