The PTC has made a Formal Recommendation to Address Housing and Safety Needs.

Thank you for joining the Planning and Transportation Commission on January 3, 2023 as they reviewed the Draft Housing and Environmental Safety and Public Services Elements and made a formal recommendation for adoption to the City Council. The development of the Housing and Safety Elements is the culmination of over two years of robust community engagement. This marks a major milestone in the Focused General Plan Update process. 

The Focused General Plan Update includes revisions to the Housing, Land Use, and Safety Elements, plus minor changes to the Circulation, Environmental Management, and Noise Elements. In addition, the Zoning Ordinance is proposed for amendments that would implement the new Housing Element.  An Environmental Impact Report has been prepared to evaluate these changes. 

What is the Housing Element? 

The Draft Housing Element is the City’s primary housing policy document and focuses on ways to provide adequate housing at a range of affordability for current and future San Carlos residents. 

What is the Environmental Safety and Public Services Element?  

 The Environmental Safety and Public Services Element, commonly referred to as the “Safety Element,” outlines policies and actions to strengthen the community’s resilience against environmental hazards, such as wildfire, geologic and seismic hazards, flooding, poor air quality, and others.   

What’s next?  

Here are the upcoming key dates. We look forward to seeing you at these meetings. 

  1. January 3, 2023 Planning and Transportation Commission Meeting: Review draft Focused General Plan Update recommendations and make a formal recommendation to City Council (Complete). 
  2. January 23, 2023 City Council Meeting: Consider (1) certifying the Environmental Impact Report; (2) adopting the Focused General Plan Update; (3) First Reading of the Zoning Ordinance Amendments.
  3. February 13, 2023 City Council Meeting: Second Reading of the Zoning Ordinance Amendments. 
  4. March 15, 2023 – New Zoning Ordinance Amendments go into effect.
